Expresses the sense of the Congress that: (1) if Department of Defense (DOD) commissary and exchange systems are reduced or eliminated, derived funds should be used to increase other forms of compensation for current and retired military personnel in order to offset the decrease in indirect pay for such personnel; and (2) if exchange stores are reduced, eliminated, or privatized, funds should be provided to DOD to upgrade and avoid the erosion...
