Requires funds made available in any appropriation Act for FY 1995 or any succeeding fiscal year for the official expenses allowance, the clerk hire allowance, or the official mail allowance of a Member of the House of Representatives that remain unobligated at the end of such fiscal year to be transferred to the Deficit Reduction Fund established by Executive Order 12858.
