Authorizes the Assistant Attorney General to make grants to units of local government, community-based organizations, and consortia of such organizations to carry out a demonstration project to establish information clearinghouses for such entities to share information about the prevention of youth violence and crime. Sets forth grant application and approval requirements. Authorizes appropriations.
