Previous question shall be considered as ordered except motion to recommit. Providing for the consideration of the bill in the Committee of the Whole. Points of order against consideration of the bill for failure to comply with clause 2(l)(2) of rule XI and clause 5(a) of rule XXI shall be waived. Measure will be read by title. Bill is open to amendments. Before consideration of any other amendment, it shall be in order to consider the Walker amendment printed in the report accompanying this resolution, debatable for 10 minutes and not subject to further amendment. If that amendment is adopted, the bill, as amended, shall be considered as the original bill for the purpose of further amendment.

Brown (CA), following disposition of which the Committee shall resume consideration of the bill pursuant to H. Res. 427. Agreed to without objection.

DEBATE - Pursuant to the provisions of H. Res. 427, the Committee of the Whole proceeded with 10 minutes of debate on the Walker amendment.
DEBATE - Pursuant to the provisions of H. Res. 427, the Committee of the Whole proceeded with 10 minutes of debate on the Gekas amendment.
At the conclusion of debate on the Lofgren amendment, the Chair put the question on agreeing to the amendment and announced that, by voice vote, the amendment was not agreed to. Ms. Lofgren requested a recorded vote and made a point of order that a quorum was not present. Pursuant to an earlier unanimous consent agreement, further proceedings were postponed and the point of order was withdrawn.
POSTPONED PROCEEDINGS - At the conclusion of debate on the Brown of California amendment in the nature of a substitute, the Chair put the question on the amendment and announced that by voice vote, the ayes had prevailed. Mr. Sensenbrenner demanded a recorded vote and pending that, made a point of order that a quorum was not present. The Chair postponed further proceedings on the amendment and the point of order was withdrawn.
CONTINUING WITH UNFINISHED BUSINESS - The Chair announced the unfinished business to be the continuation of proceedings on the amendments previously postponed. Votes will be taken in the following order: Lofgren of California; and Brown of California.
