At the conclusion of debate, the Chair put the question on agreeing to the Young (FL) amendment and announced that, by voice vote, the amendment was agreed to. Mr. Young (FL) objected to the vote on grounds that a quorum was not present and made a point of order that a quorum was not present. Pursuant to H. Res. 453, further proceedings were postponed and the point of no quorum was withdrawn.

At the conclusion of debate, the Chair put the question on the Obey amendment and announced that, by voice vote the amendment was not agreed to. Mr. Obey objected to the vote on grounds that a quorum was not present and made a point of order that a quorum was not present. Pursuant to the provisions of H. Res. 453, further proceedings were postponed. The point of no quorum was withdrawn.
Mr. Murtha asked unanimous consent that Mr. Smith (NJ) be permitted to offer an amendment printed as the Sanders amendment No. 20 in the Congressional Record of June 20, 1996, notwithstanding the fact that portions of the amendment addresses sections of the bill not yet read for amendment. LIMITATION ON TIME FOR DEBATE - Mr. Young (FL) asked unanimous consent that the time for debate on the Obey amendment, and all amendments thereto, be limited to not to exceed 10 minutes. Agreed to without objection.

Mrs. Schroeder demanded a recorded vote and pending that, made a point of order that a quorum was not present. The Chair postponed further proceedings and the point of no quorum was withdrawn.

At the conclusion of debate, the Chair put the question on the Shays amendment and announced that, by voice vote the amendment was agreed to.
