Requires any Bureau of Reclamation contract entered into by the Secretary of the Interior with a district after the enactment of this Act for the delivery of irrigation water for a period in excess of one year for a new project (or new unit of an existing project) to provide for the delivery of such water at full cost to the district (as defined under the Reclamation Reform Act of 1982).
