Congressional Pension Forfeiture Act of 1996 - Amends Federal law to provide that any service as a Member of Congress of an individual convicted of specified offenses committed while a Member during the 105th Congress or later, if the conduct on which the offense is based is directly related to the individual's service as a Member, shall not be taken into account as creditable service for purposes of annuity or retirement provisions.
