California Environmental Enhancement and Water Security Act - Authorizes appropriations for FY 1998 through 2000 for the Federal share of the cost of implementing the program described in the document entitled "Principle for Agreement on Bay-Delta Standards Between the State of California and the Federal Government," dated December 15, 1994. Makes this Act effective on the date of passage of 1996 California State proposition 204.
