Authorizes the Speaker of the House of Representatives to declare recesses subject to the call of the Chair on the following dates: (1) December 23 through 27, 1995; (2) December 28 through 30, 1995; and (3) after the House has been in session on December 30, 1995, from such date through January 3, 1996. Prohibits the recesses from extending beyond, respectively: (1) December 27, 1995; (2) December 30, 1995; and (3) 11:55 a.m. on January 3, 1996.
