Food Stamp Fraud Reduction Act of 1995 - Amends the Food Stamp Act of 1977 to encourage and assist States to replace food stamp program coupons with an electronic benefits transfer (EBT) system. Sets forth EBT administrative and operating provisions, including: (1) phase-in periods and alternative transactions; (2) equipment assistance for food stores; (3) fees; (4) enforcement; (5) an EBT conversion fund; and (6) coordination with industry...
