Cost of Living Accountability Act of 1997 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to provide that changes to the Consumer Price Index used in making cost of living adjustments in OASDI benefits are restricted to changes specifically authorized by law.
