Makes roads functionally classified as local or rural minor collectors eligible for surface transportation program funds under the special account for areas under 5,000 population pursuant to the Intermodal Surface Transportation Efficiency Act. Requires States to consider local or rural minor collectors and unclassified rural roads in the statewide planning process.
