Amends Federal aviation law to declare that, after enactment of this Act, the Death on the High Seas Act does not apply to aircraft or to the navigation of vessels related to those aircraft. Amends the Federal Aviation Reauthorization Act of 1996 to specify that the Secretary of Transportation's family assistance task force report to the Congress shall contain the task force's guidelines (not, as currently, "model plan") to assist air carriers...
