International Tobacco Responsibility Act of 1997 - Makes it unlawful to export to a foreign country cigarettes or smokeless tobacco products manufactured, imported, or packaged for distribution in the United States, unless in the country's primary language: (1) the package bears one of the specified warnings; and (2) the advertising bears one of the specified warnings. Authorizes the President to waive such prohibition if the importing country...
