Amends the Violent Crime Control and Law Enforcement Act of 1994 to provide that in order for a State (including States organized as a multi-State compact) to be eligible to receive a grant for correctional facilities, its grant application must include assurances that the State will follow the guidelines established by the Attorney General in reporting, on a quarterly basis, information regarding the death of any prisoner while incarcerated...
