Veterans Transitional Housing Opportunities Act of 1998 - Authorizes the Secretary of Veterans Affairs to guarantee the full or partial repayment of loans for the provision of multifamily transitional housing (MTH) for homeless veterans. Sets a maximum aggregate amount of $100 million and a maximum number of 15 such loans that may be guaranteed, not more than five of which may be guaranteed during the first three years after enactment of this...
