Bill Summary
Amends Federal law to provide that: (1) any legislative provision included in an emergency supplemental appropriation law shall not take effect and none of the funds appropriated by any law may be expended or obligated to carry out such provision; and (2) any nonemergency discretionary appropriation included in such a law shall not become available for expenditure or obligation.
