H.R.3804: To require that any amounts appropriated in a fiscal year for the House of Representatives for members' representational allowances which remain unexpended after all payments are made under such allowances for the fiscal year shall be used to repay amounts borrowed from the old-age, survivors, and disability insurance programs under title II of the Social Security Act.
