GENERAL DEBATE - The Committee of the Whole proceeded with one hour of general debate.
UNANIMOUS CONSENT - Mr. Regula asked unanimous consent that the Committee proceed to consideration of provisions dealing with the National Endowment of the Arts. Upon completion, the Committee will begin consideration of Title I. Agreed to without objection.
Mr. Aderholt raised a point of order against the content of the measure. Mr. Aderholt stated that the language on page 88 line 10 through page 89 line 6 constitutes unauthorized appropriations. The Chair sustained the point of order.
