Improved Availability of Banking Services in Underserved Communities Act - Amends the Federal Credit Union Act to provide that any resident of any neighborhood or community determined by the National Credit Union Administration Board to be underserved may be elected to any Federal credit union which establishes and maintains a branch in such locale.
