Bill Summary
Balance the Budget First Act of 1997 - Repeals provisions of the Legislative Reorganization Act of 1946 which provided automatic pay adjustments for Members of Congress. Expresses the sense of the Congress that pay of Members of Congress should not be increased until the Federal budget has been balanced.
