H.R.4120: To amend section 211 of the Clean Air Act to permit any State to waive the oxygenate content requirement for reformulated gasoline if the State implementation plan for the State is adequate to attain and maintain the national ambient air quality standards in the absence of that requirement, and for other purposes.
