Waives the requirement under rule XI of the House of Representatives of a two-thirds vote to consider a Committee on Rules report on the same day it is presented to the House, with respect to any resolution reported by such Committee on May 4, 2000, providing for consideration or disposition of a conference report (or any amendment in disagreement) on H.R. 434 (authorizing a new trade and investment policy for sub-Sahara Africa).
