Rural Telecommunications Enhancement Act - Authorizes the Secretary of Agriculture to make loans and grants to eligible (non-federal public or private) entities to finance the improvement, expansion, construction, acquisition, and operation of facilities to furnish or improve broadband transmission service in rural areas.
