Clean Ocean Preservation Act of 2002 - Deems as a final rule of the Environmental Protection Agency and the Corps of Engineers (to be effective as of September 26, 2000) the joint Memorandum of Agreement published in September 2000 establishing the maximum permissible level of polychlorinated biphenyls in sediments to be used as remediation material at the Historic Area Remediation Site off the coast of New Jersey as 113 parts per billion.
