Franked Mail Savings Act of 2001 - Amends Federal postal law relating to franked mail to: (1) identify mass mailings as mailings of 250 (currently 500) pieces or more; and (2) prohibit a Member of the House of Representatives who is a candidate for reelection to mail a mass mailing postmarked fewer than 180 (currently 90) days before the date of the primary election involved.Amends the Legislative Branch Appropriations Act, 1997 to require...
