Amends the Trade Act of 1974 to extend the Generalized System of Preferences for duty-free treatment of imports from September 30, 2001, through December 31, 2005.Provides for retroactive application of duty-free treatment for certain liquidations and reliquidations of entries after September 30, 2001, but before the enactment of this Act.
