Homeland Security Technical Corrections Act of 2003 - Makes technical corrections to the Homeland Security Act of 2002 and conforming amendments to the Immigration and Nationality Act. Requires any report or notification that is required to be submitted to Congress under the Homeland Security Act of 2002 to also be submitted to the Senate Committee on Governmental Affairs and the House Select Committee on Homeland Security.
