Program Reform Commission Act of 2003 - Establishes an independent Program Reform Commission to: (1) identify unnecessary Federal programs; (2) review such programs; (3) conduct public hearings on agency recommendations regarding unnecessary programs; and (4) report to Congress recommendations for termination, modification, or retention of each program reviewed.
