Amends the Departments of Commerce, Justice, and State, the Judiciary, and Related Agencies Appropriations Act, 1993, with respect to the immigrant investor regional center pilot program, to: (1) extend such program for five years; (2) replace existing references to the Attorney General with the Secretary of Homeland Security; and (3) authorize employment creation immigrant visa priority to be given to aliens seeking entry under such program....
