Clarity in Lobbying Act - Amends the Lobbying Disclosure Act of 1995 to require registered lobbyists' semiannual reports to the Secretary of the Senate and the Clerk of the House of Representatives to include the recipient and amount of any gift given to a covered legislative branch official by a registrant or employee listed as a lobbyist.
