9/11 Comprehensive Health Benefits Act of 2006 - Amends title XVIII (Medicare) of the Social Security Act to provide for Medicare-based eligibility and benefits for individuals with a 9/11 disaster-connected health condition. Makes Medicare the secondary payor for 9/11-related coverage.
