Sets forth the rule for consideration of the bill (H.R. 6406) to modify temporarily certain rates of duty and make other technical amendments to the trade laws, to extend certain trade preference programs. Directs the Clerk of the House to add the text of H.R. 6406, as passed by the House, as new matter at the end of the engrossment of the House amendment to the Senate amendment to H.R. 6111, the Tax Relief and Health Care Act of 2006.
