Amends federal Indian law to authorize 99-year leases of land: (1) in the reservation of the Confederated Tribes of the Umatilla Indian Reservation; (2) in the Muckleshoot Indian Reservation and held in trust for the Muckleshoot Indian tribe; and (3) held in trust for the Prairie Band Potawatomi Nation, for the Fallon Paiute Shoshone tribes, for the Yurok tribe, and for the Hopland Band of Pomo Indians of the Hopland Rancheria.
