Amends part D (Voluntary Prescription Drug Benefit Program) of title XVIII (Medicare) of the Social Security Act to authorize the Secretary of Health and Human Services to negotiate with drug manufacturers and pharmacies prices charged to prescription drug plan (PDP) sponsors and Medicare Advantage organizations for covered part D drugs provided under Medicare.
