Seniors Access to Mental Health Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act to provide, by a gradual increase in the percentage of expenses considered incurred expenses, for a gradual reduction (from 50% to the standard 20%) by 2013 of copayment rates for outpatient psychiatric services under the Medicare program.
