Amends the Morris K. Udall Scholarship and Excellence in National Environmental and Native American Public Policy Act of 1992 to authorize the appropriation to the Environmental Dispute Resolution Fund for FY2009-FY2013 of such sums as may be necessary for operating costs of the United States Institute for Environmental Conflict Resolution. .
