Authorizes the Secretary of the Interior to make annual disbursements to the Colorado River Indian Tribes to fund the Office of the Colorado River Indian Tribes Reservation Energy Development. Requires that such disbursements be not less than $200,000, and not more than $350,000 annually.Provides for the inclusion of binding arbitration clauses in construction contracts for the Gila River Indian Community.
