Prohibits the Secretary of Health and Human Services from taking any administrative action for one year to finalize or otherwise implement provisions contained in the proposed rule published on December 28, 2007, relating to the Department of Appeals Board established in the Department of Health and Human Services (HHS), including provisions allowing the Secretary to review, amend, or reverse Board decisions.
