Provides that if a Member of the House of Representatives, including a Delegate or Resident Commissioner, is indicted or otherwise formally charged with criminal conduct in a federal or state court, the Committee on Standards of Official Conduct shall within 30 days: (1) empanel an investigative subcommittee to review the allegations; or (2) if the Committee does not take such action, report to the House on its reasons for not doing so,...
