Amends the Energy Policy Act of 2005 to require that a biorefinery recipient of federal assistance provide eligible purchasers with an opportunity to participate in the financing or ownership of the biorefinery.Defines an eligible purchaser as: (1) a natural person with a principal residence located not more than 50 miles from the biorefinery; or (2) a farmer or rancher cooperative.
