Floor summary: DEBATE - The House proceeded with 10 minutes of debate on the Nunes motion to recommit with instructions. The instructions contained in the motion to recommit seek to require the bill to be reported back to the House with an amendment requiring a report to Congress from the President detailing statutory or regulatory barriers which prevent the use of technologies under the bill as well as a report identifying impacts of water diversions in the San Joaquin Valley and recommended steps to mitigate such impacts.

The previous question on the motion to recommit with instructions was ordered without objection.
