Medicare Ambulance Access Preservation Act of 2009 - Amends title XVIII (Medicare) of the Social Security Act to increase to 6% permanently the rate of increase in the fee schedule for ground ambulance services furnished on or after January 1, 2010, in rural and urban areas. Makes permanent the increase in the base rate of the fee schedule the Secretary of Health and Human Services is required to make for a trip in the case of ground ambulance...
