National Flood Insurance Program Extension Act of 2009 - (Sec. 2) Amends the National Flood Insurance Act of 1968 to extend the national flood insurance program from September 30, 2008, through March 31, 2010. (Sec. 3) Extends through FY2010 the pilot program for mitigation of severe repetitive loss properties. Repeals the termination date for, and thus makes permanent, the authority of the Director of the Federal Emergency Management Agency...
