Expands the boundaries of the Cibola National Forest in New Mexico to include the Manzano Wilderness Study Area. Directs the Secretary of the Interior to transfer administrative jurisdiction over any such land under the Secretary's jurisdiction to the Secretary of Agriculture (USDA) and makes such land subject to the laws and regulations that pertain to the National Forest System.
