Prohibits the Secretary of Energy (DOE) or the Secretary of the Interior (appropriate federal official) from issuing a permit to drill for a covered well unless the applicant demonstrates, the Chief Executive Officer of the applicant attests in writing, and the appropriate federal official determines that: (1) the well design is safe; (2) the blowout preventer has redundant systems to prevent or stop a...
