Amends the Internal Revenue Code to allow: (1) a 30% qualifying advanced energy project tax credit for investment in utility poles or supports made from composite materials which are comprised of at least 15% recycled materials and are fully recyclable; and (2) a business-related tax credit for a qualified composite pole placed in service after December 31, 2010, and before January 1, 2016.
