Amends the National Housing Act to modify requirements under the HOPE for Homeowners Program (Program) regarding borrower certification and liability. Revises the requirement of certification to the Secretary of Housing and Urban Development (HUD) that the mortgagor has not intentionally defaulted on the existing mortgage or any other debt. Eliminates the requirement to certify that there has been no intentional default on any other debt....
