The bill, as amended, shall be considered for amendment under the five-minute rule. During consideration of H.R. 4173, the Chair may reduce to two minutes the minimum time for electronic voting under clause 6 of rule XVIII and clauses 8 and 9 of rule XX. In the engrossment of H.R. 4173, the Clerk is authorized to make technical and conforming changes to amendatory instructions.
