Customs Facilitation and Trade Enforcement Reauthorization Act of 2009 - Establishes in the Department of Homeland Security (DHS) the U.S. Customs and Border Protection Agency (CBP Agency), which shall be headed by a Commissioner of U.S. Customs and Border Protection. Amends the Homeland Security Act of 2002 to transfer all functions of the U.S. Customs and Border Protection (CBP) of DHS (formerly the U.S. Customs Service) to the CBP Agency....
